Contractor Controversy: Unqualified Bidders and Project Delays Rock PCMC

The Pimpri Chinchwad Municipal Corporation (PCMC) finds itself embroiled in controversy once again, this time over the allocation of tenders to allegedly unqualified contractors for nine road projects valued at approximately Rs 90 crores.

It has come to light that tenders for the construction of nine roads in the city, collectively worth Rs 90 crores, were released prior to the imposition of the code of conduct for the Lok Sabha elections. Concerns have been raised regarding the tendering process, with allegations surfacing that certain contractors were awarded tenders despite failing to meet the stipulated conditions, while others who complied with the requirements were disqualified.

Allegations of Collusion

Amidst accusations of collusion between officials, ruling party members, and contractors within the municipal corporation’s administrative framework, numerous road development projects are reportedly facing delays. The PCMC’s construction department has initiated investigations into these allegations, scrutinizing documents such as bank records and annual turnovers of construction companies. Contractors suspected of submitting fraudulent documents are under scrutiny, with the aim of ensuring accountability and transparency in the tendering process.

Calls for Action

The controversy has prompted a wave of complaints regarding road construction, with allegations ranging from discrepancies in tender documents to fabricated work evidence. Concerns have been raised regarding the qualifications and work history of certain contractors, as well as the authenticity of their documentation. Contractors have demanded stringent action against those found guilty of submitting fictitious documents, including criminal charges against consultants, contractors, and inspecting officers implicated in collusion.

Verification Process Underway

Makarand Nikam, the City Engineer of Pimpri-Chinchwad Municipality, has confirmed that the verification process is ongoing, encompassing objections raised on road development works, scrutiny of bank records, and examination of work experience certificates. However, the verification process, particularly regarding bank documents, is time-consuming. Those found culpable in the Rs 90 crore road development project will face appropriate consequences for their actions.

Specific allegations have been levied against various projects, including road developments from Mukai Chowk to Shinde Petrol Pump, Bopdev Mandir Kiwale Village Main Road to Express Highway, and Vikas Nagar Main Road among others. The involvement of ruling party MLAs and MPs in the governance of the municipal corporation over the past two years has drawn scrutiny, with allegations of mismanagement persisting.
