Coaching Center Guidelines 2024: Age Restrictions, Transparency, and Penalties Unveiled

The Department of Higher Education in the Ministry of Education of the Government of India has rolled out the “Guidelines for Registration and Regulation of Coaching Centers 2024,” aimed at establishing a structured framework for coaching center oversight. These guidelines address concerns related to exorbitant fees, student stress, and malpractices, providing a roadmap for ethical and successful operations.

Key Highlights:

  1. Age Restriction: Coaching centers are prohibited from enrolling students below 16 years of age, allowing admission only after the secondary school examination.
  2. Transparency Requirements: Coaching centers are mandated to maintain updated websites with details on courses, curriculum, tutor credentials, hostel amenities, and costs, prioritizing transparency.
  3. Fee Structure: Tuition costs must be reasonable, and any fee increases during the course are strictly forbidden. Thorough receipts and detailed prospectuses outlining all relevant information must be provided.
  4. Infrastructure Standards: Coaching centers must comply with building and fire safety codes, ensuring adequate ventilation, electricity, lighting arrangements, and security measures. Medical support, first aid kits, and CCTV cameras are essential.
  5. Attendance and Schedule: Classes should not take place during school hours, and the curriculum schedule should allow students time to unwind. Weekly vacations for tutors and students are mandatory, maintaining a healthy teacher-student ratio.
  6. Complaint Mechanism: Students, parents, tutors, or staff members can file complaints against coaching centers, and vice versa. The government will address these complaints through inquiry committees or competent authorities within thirty days.
  7. Penalties: Coaching centers face penalties of Rs 25,000 for the first infraction, Rs 1 lakh for a second, and registration revocation for subsequent violations, reinforcing the adherence to guidelines.
  8. Cancellation of Registration: The certificate of registration may be canceled if coaching centers violate guidelines or terms and conditions, with the competent authority providing a reasonable opportunity for the center to present their case.

These guidelines align with the National Education Policy (NEP) 2020, addressing various aspects of higher education, entrance examinations, and the establishment of high-quality Higher Education Institutions (HEIs). The National Testing Agency (NTA) has also launched the ‘National Test Abhyas’ Mobile App to assist students in preparing for NEET (UG) and JEE (Main) entrance examinations.
