Ordnance Units Grapple with Administrative Hurdles, LDCE 2022 Results Awaited

The Limited Departmental Competitive Examination (LDCE) 2022 results for Chargeman and Junior Works Manager (JWM) positions within Ordnance Units have encountered an unprecedented delay. This delay has been attributed to bureaucratic processes and red tape under the leadership of Sudhir Srivastava, ADG – Directorate of Ordnance (Coordination & Services). This situation raises concerns about the government’s ambitious plans for the corporatization of Ordnance Factories.

The eagerly awaited LDCE 2022 results for candidates vying for Chargeman and JWM positions within Ordnance Units have been held up due to bureaucratic obstacles and legal complexities. The leadership of Sudhir Srivastava, ADG – Directorate of Ordnance (Coordination & Services), has faced criticism for its silence on the matter, contradicting the government’s objectives of streamlining and corporatizing Ordnance Factories.

The delay can be traced back to a case of examination inconsistency filed at the Central Administrative Tribunal (CAT) in Jabalpur. On August 4, 2023, CAT Jabalpur issued an order under case number O.A/376/2023 (JABALPUR), instructing the respondents to expedite the examination process. The tribunal’s order explicitly stated that any promotions would depend on the final resolution of the ongoing case.

Despite the legal directive, ADG Sudhir Srivastava has not taken steps to release the LDCE 2022 results in accordance with the court order. This inaction has led to further delays and growing frustration among candidates. The All India Association of Non-Gazetted Officers has appealed to the ADG to take necessary action, but the issue remains unresolved. This raises a crucial question: Can Ordnance Units genuinely achieve corporate-level efficiency in the face of such bureaucratic obstacles?

The delay in publishing the LDCE 2022 results has exposed the bureaucratic challenges afflicting Ordnance Units. The ADG’s silence on the matter has exacerbated the situation, casting doubt on the feasibility of the government’s ambitious plans for the corporatization of Ordnance Factories.

A query submitted through the Defence PRO is still awaiting a response from the department.
