Members Express Frustration Amidst Short Notice for Budget Review Meeting

The Savitribai Phule Pune University (SPPU) Senate, the apex authority responsible for approving the university’s budget, convened for a crucial meeting on Friday, March 23, to scrutinize the budget for the upcoming fiscal year, 2024-25. However, discontent brewed among several Senate members as they received the voluminous 277-page budget document just a day before the scheduled meeting, leaving them with inadequate time for thorough review and deliberation.

Typically, Senate members submit conspiracy notices approximately eight days prior to the budget presentation, aiming to foster transparency and well-informed decision-making. However, the belated distribution of the budget document raised concerns among members regarding the university’s procedural efficacy.

Despite the provision for proposing changes during the university authority board discussion, the tight timeline imposed by the delayed document delivery rendered it practically challenging for members to comprehensively analyze the extensive budget and actively participate in the meeting.

Vijay Khare, the in-charge registrar at SPPU, acknowledged facing similar time constraints, revealing that he, too, received a hard copy of the budget only on Thursday. This further exacerbated the challenges in reviewing and analyzing the budgetary details. Khare clarified that, as per revised regulations, the university dispatches all meeting-related information promptly to members, providing them with a two-day window to offer their recommendations.

Given the critical role of timely access to the budget document in facilitating effective deliberations and informed decision-making, the dissatisfaction voiced by several Senate members underscores the necessity for revisiting and refining the university’s operational processes. Ensuring transparency and accountability in budgetary matters remains imperative for upholding the integrity and efficacy of the university’s governance framework.
