Pune: Former Commissioner Criticizes Complexity of RTO’s Online Process

Applying for a driver’s license through the online system has become a challenging task for many citizens. The former Transport Commissioner of Maharashtra, Mahesh Zagade, has openly criticized the current online application process, suggesting that its complexity may be deliberate, compelling citizens to seek assistance from agents.

The Regional Transport Office (RTO) offers numerous services online, including applications for driver’s licenses. These applications are processed through the Sarathi portal of the Union Ministry for Road Transport & Highways, managed by the National Informatics Centre (NIC). Despite the convenience intended by these online services, the system has faced substantial criticism for its user-unfriendliness. As a result, many citizens prefer to employ agents, believing that these intermediaries, often alleged to have connections with RTO officials, can expedite the process for a fee.

Criticism from Former Transport Commissioner

Former Transport Commissioner Mahesh Zagade, who recently encountered these issues while renewing his driver’s license, expressed his concerns. “When citizens are provided online services, they should be user-friendly. This process is very complicated. During my tenure as Transport Commissioner, I simplified processes by avoiding unnecessary complications. Such simplicity should be reinstated,” said Zagade.

Key Concerns Raised by Zagade

  1. Complexity of the Online Process: The current system for obtaining a driver’s license online is seen as overly complicated and not user-friendly.
  2. Dependence on Agents: There is a suspicion that the complexity is intentional, forcing citizens to rely on agents who can navigate the process more efficiently, often for a fee.
  3. Need for Simplification: Zagade highlighted the need to revert to the simplified procedures he introduced during his tenure to make the process more accessible.
  4. Advising Against Using Agents: Zagade advised citizens to avoid using agents and called for a more transparent and straightforward process.

Response from the Current Transport Commissioner

In response to these criticisms, the current Transport Commissioner of Maharashtra, Vivek Bhimanwar, acknowledged the issues and stated, “The online process of the RTO was created by the NIC for the whole country. We regularly provide them with suggestions for improvements. NIC implements these improvements after discussions with other states. Mahesh Zagade initiated some good practices during his tenure, and we are continuing to implement them.”

Bhimanwar emphasized that continuous efforts are being made to enhance the user experience and address the complexities of the system. The RTO aims to ensure that the online services become more intuitive and accessible to the general public, reducing the need for intermediary agents.
