Implementation of Model Code of Conduct Impacts Pre-Monsoon Projects and Student Scholarships

Pune News : As Pune gears up for the Lok Sabha elections, the imposition of the model code of conduct has cast a shadow over the ongoing pre-monsoon civic works and essential social welfare schemes managed by the Pune Municipal Corporation (PMC). From road repairs to scholarship distributions, various projects now face regulatory hurdles due to electoral constraints.

Rajendra Bhosale, the administrator of PMC, emphasized the necessity of securing approvals from the Election Commission to ensure the uninterrupted progress of civic projects amid the election season. Critical pre-monsoon preparations, including the cleaning of stormwater drains, road maintenance, and addressing flood-prone areas, require a substantial budget estimated at Rs 200 crore, according to PMC officials.

Among the affected initiatives is the distribution of scholarships to deserving students. With around 1,400 students awaiting scholarship disbursements, PMC’s scheme aims to recognize and support academic excellence. However, the process has been hindered by delays in the direct benefit transfer (DBT) mechanism, compelling the postponement of payments until the code of conduct is lifted, as confirmed by a senior PMC official.

The pre-monsoon activities in Pune’s civic wards encompass crucial tasks such as clearing stormwater lines, channels, and ducts, along with repairing flood-prone zones. Heightened concerns over potential flooding incidents have prompted calls for third-party inspections and collaborative cleaning drives to mitigate risks during the impending monsoon season.
