In a significant move aimed at easing the property registration process, the Inspector General of Registration (IGR) and controller of stamps office is set to launch an e-mutation initiative in Pune from January 2024. This initiative, already successfully implemented in Brihanmumbai Municipal Corporation (BMC), promises to revolutionize the way new property buyers in Pune handle their property tax documentation with the Pune Municipal Corporation (PMC).

Seamless Integration for New Property Buyers

No longer will new property buyers need to navigate the complexities of registering their names on property tax documents through online and offline routes. The e-mutation facility ensures a direct and real-time transfer of transaction details from the IGR office server to the PMC data server. This automatic relay of information eliminates the need for buyers to physically visit the property tax department or ward office, streamlining the process of updating their details on the property tax bill issued by the civic body each fiscal year.

The Current Process vs. E-Mutation

Currently, a property buyer has to register the sale deed at the Department of Registration and Stamps Maharashtra after paying stamp duty and registration charges. This involves a series of steps overseen by the IGR. With the E-Mutation facility, the property transaction data will be seamlessly transmitted to the PMC server, sparing buyers from the hassle of personally visiting government offices and ensuring a quicker and more efficient name change process.

Benefits of E-Mutation for Citizens

The primary goal of the e-mutation initiative is to alleviate the burden on citizens who often spend considerable time gathering and submitting documents physically. The traditional process of visiting property tax offices, ward offices, and filling out forms for name changes will be replaced by an automatic server-to-server linkage. IGR Hiralal Sonawane emphasized, “We want to lessen the burden on citizens from visiting the property tax office as the necessary name change will take place automatically by server-to-server linkage.”

Implementation Plans and Timeline

IGR Hiralal Sonawane confirmed that the implementation of the e-mutation scheme in Pune is scheduled to commence from January 2024. This forward-looking initiative reflects a commitment to leveraging technology for the benefit of citizens, making property transactions more efficient and less time-consuming.
