DEO Pune Implements Stricter Measures to Combat Fraudulent Bungalow Permissions

In an effort to eliminate irregularities in the approval process for constructing new buildings on Old Grant Bungalow (OGB) properties, the Defence Estates Office (DEO) in Pune has intensified its verification procedures. The move comes in the wake of instances where Holders of Rights (HORs) submitted applications using the names of former holders, prompting the need for enhanced scrutiny.

Rajendra Jagtap, the head of DEO Pune Circle, stressed the importance of thoroughly verifying HOR credentials during the application process. He highlighted the necessity of obtaining an undertaking from the current HOR, confirming their non-involvement in sale-related activities during the reconstruction process of bungalows. This measure aims to prevent fraudulent practices and ensure the legitimacy of construction permissions.

The decision to reinforce the verification process follows the DEO’s initiative to resume 16 defense properties, addressing potential irregularities and promoting transparency. Saurav Ray, the Director of Defence Estates, Southern Command, had previously expressed concerns about fraudulent practices in obtaining building sanctions for bungalows within the cantonment area. His directive led to a temporary halt in construction activities until HOR credentials were verified, and confirmation from the Inspector General of Registration Office regarding property transactions was obtained.

Furthermore, the Pune Cantonment Board (PCB) has received instructions to expedite the submission of a comprehensive list of building sanctions granted since January 1, 2022. This directive aims to enhance transparency and accountability in the entire approval process.

In line with these efforts, the Headquarters Southern Command has directed the DEO office to investigate fraudulent transactions related to OGB properties in Pune. This underscores the commitment to maintaining integrity within defense estate management and ensuring that the approval process remains free from fraudulent activities.
