Turbulent Waters: Maharashtra’s Bureaucratic Rapids Stall PCMC River Revitalization

In an ambitious move inspired by the Sabarmati River revitalization in Ahmedabad, the Pimpri Chinchwad Municipal Corporation (PCMC) set its sights on the revitalization of three rivers in Pune. However, bureaucratic hurdles and delays from the Maharashtra State Government are impeding the realization of this crucial environmental initiative.

Navigating the River Revitalization Landscape in PCMC

The PCMC initiated projects for the revitalization of Pawana, Indrayani, and Mula rivers, covering substantial stretches with estimated costs of Rs. 1,556 crores, Rs. 1,200 crores, and Rs. 750 crores respectively. While the initial phase of the Pawana River project received approval from PCMC’s Standing Committee, the Indrayani and Mula River projects face prolonged delays awaiting necessary approvals.

Financial Allocation and Environmental Concerns in the Indrayani River Project

The Indrayani River Project, a vital component of the Amrit Yojana, secured Rs. 550 crores in funding, with the Central Government, Maharashtra State Government, and PCMC sharing contributions. Despite this allocation, the river basin continues to be a recipient of chemically mixed sewage, causing pollution and an unpleasant odor for a significant portion of the year. The National Green Arbitrator’s call for a revised environmental no-objection certificate has further complicated matters, leading to a stalemate in project progression.

Sanjay Kulkarni’s Insight into the Regulatory Maze

Sanjay Kulkarni, City Engineer from the Environmental Engineering Department of Pimpri-Chinchwad Municipality, shed light on the situation. “The National Green Arbitrator has requested a revised environmental no-objection certificate. The Pune Municipal Corporation has applied for government approval in response. Once granted, work on the Mula River project can commence. Simultaneously, the final stage approval from the Environmental Engineering Department Committee of the Maharashtra State Government is pending for the Pawana River project.”
