MCD Commits to Clearing 7th Pay Commission Arrears: Delhi High Court Receives Assurance

Former and Current Employees of Municipal Corporation of Delhi Await Resolution as MCD Pledges Timely Disbursement

The Municipal Corporation of Delhi (MCD) has provided assurance to the Delhi High Court regarding the settlement of outstanding arrears stemming from the 7th Central Pay Commission (CPC) recommendations for its former and current employees.

During the court proceedings, the MCD’s legal representation conveyed the corporation’s intent to resolve the pending arrears by disbursing an installment of approximately Rs 738 crore, expected from the Delhi government in the form of a ‘basic tax assignment.’ This commitment extends to ensuring timely payment of salaries, pensions, and retiral benefits within a 12-week timeframe.

In response to the MCD’s pledge, the bench, presided over by Acting Chief Justice Manmohan and Justice Manmeet Pritam Singh Arora, directed the Delhi government to expedite the release of the Rs 738 crore installment within 10 working days. The court underscored the gravity of adhering to this commitment, warning of contempt proceedings against the MCD Commissioner in the event of non-compliance. The matter is slated for compliance review on July 23.

In parallel, the Delhi government’s legal representation informed the court about the ongoing payment process and sought an extension until April 25 for completing the transaction.

The High Court’s intervention follows a series of petitions concerning the delayed disbursement of salaries, pensions, and arrears by the MCD. The bench had previously expressed concerns over the corporation’s financial sustainability, particularly in light of the prolonged delay in resolving the 7th CPC arrears, during a hearing on March 1.
