Empowering Sovereignty: Congo’s Journey Towards Self-Sufficiency in Data Storage

In a significant stride towards bolstering digital infrastructure and fostering technological advancement in Central Africa, the African Development Bank has pledged its support for the construction of a state-of-the-art data center in Brazzaville, Republic of Congo. With funding amounting to EUR 52.47 million from the African Development Bank and EUR 14.5 million from the government of the Republic of Congo, totaling EUR 66.55 million, this initiative aims to revolutionize digital data storage and processing capabilities within the region, marking a pivotal milestone in Central Africa’s technological landscape.

Infrastructure Development

Central to this endeavor is the laying of 600 kilometers of fiber optic cable along major interconnecting routes, facilitating seamless connectivity with neighboring countries such as Cameroon and the Central African Republic via the Congo River. Complementing this infrastructural expansion is the construction of a cutting-edge data center, poised to emerge as the epicenter for digital data storage and processing in the Republic of Congo. Notably, the facility will serve as a hub for hosting various applications tailored to the unique needs of the Congo Basin, renowned as the world’s second-largest “green lung,” underscoring the project’s significance in promoting environmental sustainability and technological innovation.

Empowering Local Capacities

“Congo will soon be the only country in Central Africa to have its own data center,” affirmed the coordinator of the Central Africa Fibre-Optic Backbone project, underscoring the transformative impact of the initiative. By localizing digital infrastructure, the Republic of Congo aims to reduce reliance on external servers, thereby enhancing data security, sovereignty, and operational efficiency. Moreover, the data center’s strategic location is poised to catalyze economic growth and foster innovation, positioning the Republic of Congo as a regional leader in digital transformation.

Data Storage Capabilities

One of the hallmark features of the new data center is its ability to accommodate a wide spectrum of data, ranging from public records to the digital assets of telecom operators, banks, insurance firms, and other private enterprises. This centralized repository not only streamlines data management processes but also ensures robust backup solutions, mitigating the risk of data loss and enhancing business continuity strategies across various sectors.

Management and Maintenance

Upon completion, the data center will be entrusted to a designated delegate, be it public or private, tasked with overseeing its day-to-day operations, marketing endeavors, and infrastructure maintenance. This collaborative governance model ensures sustained performance and reliability, aligning with the African Development Bank’s commitment to fostering sustainable development and capacity building across the continent.

As of April 2024, the African Development Bank’s active portfolio in the Republic of Congo comprises 11 projects, totaling USD 411.62 million, with telecommunications initiatives accounting for a notable share of the investment. With the construction of the new data center, the Republic of Congo is poised to unlock new avenues for economic growth, innovation, and social development, setting a precedent for digital transformation across Central Africa and beyond.
