Cheers in GIFT City: Gujarat Government Grants Liquor Access to Employees and Authorized Visitors


In a significant move, the Gujarat government has given the green light for alcohol consumption in hotels, restaurants, and clubs offering “Wine and Dine” services within Gujarat International Finance Tec-City (GIFT City). A state known for its prohibition laws, Gujarat is making an exception for the financial hub by issuing Liquor Access Permits to employees and authorized visitors within GIFT City.

The notification outlines that all employees and owners working in GIFT City will be eligible for a Liquor Access Permit, allowing them to consume alcohol in the designated establishments. Additionally, authorized visitors of each company will be permitted to consume liquor in hotels, restaurants, and clubs with temporary permits, provided they are in the company of permanent employees.

While this development allows hotels, restaurants, and clubs in GIFT City to obtain FL3 licenses for “Wine and Dine” facilities, the government clarifies that these establishments cannot sell liquor bottles. The focus remains on serving liquor within the premises rather than allowing take-away sales.

GIFT City, a tax-neutral financial center in Gandhinagar, is a flagship project aimed at competing with international financial hubs by providing fiscal incentives and a more lenient regulatory environment. The recent decision to allow liquor consumption aligns with the state’s efforts to create a business-friendly atmosphere within the city.

Approximately 60 hotels and clubs have been granted permission to serve liquor in GIFT City. Notably, officials, employees, and owners working in or operating from GIFT City will be exempted from the statewide prohibition law that otherwise makes alcohol consumption illegal.

As part of the state’s tourism policy, licensed liquor stores in select hotels are allowed, catering exclusively to tourists. This move aims to balance the needs of the business community while respecting Gujarat’s prohibition laws.
