Understanding Pradhan Mantri Awas Yojana (PMAY): A Comprehensive Overview

Pradhan Mantri Awas Yojana (PMAY) is a visionary government scheme launched on June 1, 2015, with the aim of eliminating India’s housing shortage and ensuring affordable housing for all. It targets both urban and rural areas, following a demand-driven approach empowering states and Union Territories to approve projects based on specific criteria. PMAY: Key Highlights

PMAY stands for Pradhan Mantri Awas Yojana and is divided into two verticals:

  1. PMAY-Urban (PMAY-Shahri): Targets urban areas to end housing shortage. The scheme has been extended till December 31, 2024.
  2. PMAY-Rural (PMAY-Gramin): Aims to replace kuccha homes in rural areas with pucca homes. The scheme is valid till March 31, 2024.

PMAY Beneficiaries and Eligibility:

The beneficiaries under PMAY are categorized based on the annual income of the household:

  1. Economically Weaker Section (EWS): Up to Rs 3 lakh annual income
  2. Lower Income Group (LIG): Rs 3 lakh to Rs 6 lakh annual income
  3. Middle Income Group-1 (MIG-1): Rs 6 lakh to Rs 12 lakh annual income
  4. Middle Income Group-2 (MIG-2): Rs 12 lakh to Rs 18 lakh annual income

Eligibility criteria include family status, home ownership, age, marital status, and category. Beneficiaries from EWS are eligible for all four verticals, while LIG/MIG categories are eligible under the Credit Linked Subsidy Scheme (CLSS) component. SC, ST, OBC categories, and women from EWS and LIG can also avail of benefits.

Components/Verticals of PMAY:

  1. In-situ Slum Redevelopment (ISSR): Rehabilitates slums by building houses through private participation for eligible slum dwellers on the land under the slums.
  2. Credit-Linked Subsidy Scheme (CLSS): Provides central subsidy on home loans for constructing new homes or renovating existing ones.
  3. Affordable Housing in Partnership (AHP): States build affordable housing projects with central assistance for the Economically Weaker Section (EWS) category.
  4. Beneficiary-led individual house construction/enhancements (BLC): Allows EWS category to construct or enhance houses with central assistance.

PMAY Interest Subsidy Under CLSS:

The PMAY CLSS offers interest subsidies for different categories:

  1. EWS: 6.50% interest subsidy on loans up to Rs 6 lakh.
  2. LIG: 6.50% interest subsidy on loans up to Rs 6 lakh.
  3. MIG-1: 4.00% interest subsidy on loans up to Rs 9 lakh.
  4. MIG-2: 3.00% interest subsidy on loans up to Rs 12 lakh.

Application Process:

To apply for PMAY, one must have an Aadhaar card. The application can be made online by visiting the official PMAY portal (https://pmaymis.gov.in). Alternatively, eligible candidates can apply offline by obtaining and filling forms available at common service centers (CSCs).
