Pune – PMC Releases Guidelines for Ganeshotsav and Navratri Celebrations 2023

Introduction

Pune Municipal Corporation (PMC) has issued comprehensive guidelines for the upcoming Ganeshotsav and Navratri celebrations in 2023. The guidelines aim to ensure that these cherished festivals are celebrated with enthusiasm while adhering to necessary rules and regulations, promoting environmental sustainability, and ensuring the safety and well-being of all participants.

Validity of Permits and Location Changes

One of the key aspects highlighted in the guidelines is related to permits for Ganesh Mandals and arches. Permits issued in 2019 will be accepted for the next five years. If any mandal wishes to celebrate Ganeshotsav or needs to change the location of the permission granted in the previous year due to project disruptions or other reasons, they must obtain all necessary permits for the new location through the respective regional office and police station, following the procedures established in 2019. Importantly, no license fee will be charged by the PMC for these permits.

Environmental Responsibility

To promote environmental responsibility, all Ganesh Mandals, whether from 2019 or with newly obtained licenses, are required to have plastic on the facade of their mandal or arch. The plastic coating should be prominently visible. Additionally, the height of the mandals should not exceed 40 feet. If a utsav mandap (festival pavilion) taller than 40 feet needs to be erected, the relevant authorities must attach a stability certificate from an authorized structural engineer to ensure safety. During the installation of welcome arches, it is crucial to keep adjacent roads clear for essential services like the fire brigade, ambulances, and public buses. The height of the arch should not exceed 18 feet from the road surface. Volunteers or security guards should be hired as needed to manage the crowds and ensure security.

Eco-Friendly Ganesha Idols

The guidelines emphasize the preference for Ganesha idols made from environmentally friendly materials like clay. PMC encourages institutions and individuals to celebrate Ganeshotsav by actively participating in environmentally friendly activities. All citizens are expected to follow the instructions issued by PMC during the festival celebrations to ensure a sustainable and eco-conscious observance.

Post-Festival Cleanup

After the conclusion of the festivals, all Ganesha Mandals are required to promptly remove their constructions, idols, and other materials from the roads within three days at their own expense. Furthermore, they must fill any potholes created during the festival with cement concrete at their own expense to restore the road to good condition.

Complaints and Compliance

PMC has established mechanisms for citizens to file complaints during the festival period. Complaints can be registered through the PMC’s official website, toll-free number, WhatsApp, and email. These complaints will be addressed at the zonal office levels and local police stations. PMC encourages Ganesh Mandals and citizens to contact the relevant municipal Zonal Offices in case of any difficulties during the festivals.

Support for Local Businesses

In a bid to support local businesses, the PMC’s property and management department will provide permission for the sale of Ganesha idols in municipal schools within all zonal office limits. Additionally, the Department of Encroachments and Unauthorized Constructions will offer plots to seasonal business owners at certain locations, subject to specific terms and conditions.

These guidelines aim to strike a balance between celebrating the rich traditions of Ganeshotsav and Navratri while ensuring safety, sustainability, and compliance with the rules and regulations set by the PMC. By adhering to these guidelines, Pune can look forward to a joyous and responsible celebration of these beloved festivals in 2023.
