SOP Standstill: Delay in Agitation Guidelines Sparks Discontent Among Pune University Student Organizations

Pune, Maharashtra: The expectation of a new Standard Operating Procedure (SOP) to manage student union agitations, staff queries, and teachers’ demands at Savitribai Phule Pune University (SPPU) has hit a roadblock, leading to growing frustration and a confrontational stance among student organizations. Despite a peace meeting held on November 18, involving all concerned parties, the formulation of the SOP has not progressed as anticipated.

Origins of the SOP Need

The urgency for a new SOP arose following a heated altercation between student unions over membership registration in early November, escalating into a broader political agitation. Concerned about disruptions affecting academic activities, the university administration collaborated with Pune Police Commissioner Retesh Kumaarr to organize a peace meeting, aiming to bring all parties to a consensus.

Failed Progress and Expressions of Displeasure

The peace meeting, however, failed to produce a draft of the SOP, leading to strong displeasure expressed by student unions. Despite assurances of rules being announced for discussion on the university’s website, a month later, there is no visible progress.

Ram Tharkute, the city president of Yuva Sena, expressed frustration over the lack of tangible action on the SOP, emphasizing the need for a model manual that is universally accepted by all organizations.

Challenges Faced by Student Organizations

The absence of an SOP has presented challenges for student organizations, restricting planned programs, limiting discussions on matters of student interest, disrupting student-related meetings, and halting public programs organized by these groups.

Adinath Javir, Secretary of Youth Congress Pune City, called for an immediate meeting with all party organizations to discuss and finalize SOP regulations. He emphasized that any regulations formulated should have the consensus of all parties involved.

Reassurance from University Administration

Dr. Vijay Khare, the In-charge Registrar at SPPU, reassured stakeholders, stating, “We are in discussion with the student unions about the model functioning of the university. Soon you will see the new SOP.”

As stakeholders await the implementation of the promised SOP, the delay continues to impede the smooth functioning of student organizations and activities at Pune University.
