Pune’s Municipal Administration Seeks Extension for Development Plan Deadline in 11 Villages

Pune: The municipal administration in Pune is actively pursuing an extension for the deadline to unveil the development plan for 11 villages that fall within the municipal boundaries. Currently, the City Improvement Committee of the Pune Municipal Corporation (PMC) is deliberating on the resolution, which aims to extend the deadline until March 1, 2024.

Upon approval by both the city reform committee and the general assembly, the proposal will be forwarded to the state government for final authorization. This move aims to extend the timeline for the development of these 11 villages, which were incorporated into the Pune Municipal Corporation on October 4, 2017.

Among the villages included in this municipal expansion are Lohgaon, Mundhwa, Sadesatranali, Uttamnagar, Shivane, Ambegaon Khurd, Undri, Dhayari, Ambegaon Budruk, Fursungi, and Uruli Devachi. Around a year after their incorporation, on December 4, 2018, the Municipal Corporation expressed its intent to formulate a comprehensive development plan for these newly assimilated areas. This initiative secured approval during the main municipal meeting on December 21, 2018.

However, the progress of the development plan was hindered due to various elections taking place in the expanded region, including Lok Sabha, Vidhan Sabha, and by-elections in 2019. Subsequently, the drafting of the development plan faced further delays with the onset of the COVID-19 pandemic in 2020. Following the containment of the pandemic, essential tasks such as reservation determination, land use mapping, and reporting were carried out.

The initial deadline for revealing the development plan has elapsed, prompting the municipal corporation to propose an extension to the state government. Although previously extended until June 25, 2023, even this revised timeframe could not be met. As a result, the municipal corporation has now requested an extension until March 1, 2024. The proposition is currently being reviewed by the City Improvement Committee.

These villages currently operate under the regional plan, while the implementation of the Integrated Building Control Rules has not been realized within them, hindering development progress. Moreover, constraints have emerged regarding construction utilizing Transfer Development Rights (TDR). With the proposed extension now under consideration, the progression of these 11 villages is likely to experience further delays.
