PMC’s Water Meter Installation Faces Hurdles: Security Guard Delay Slows Down Project

Pune, India – In a setback to the Pune Municipal Corporation’s (PMC) ambitious 24×7 equitable water supply scheme, the installation of water meters has slowed down significantly due to a lack of security guards and opposition from citizens. The anti-encroachment department, despite orders from the municipal commissioner, has not provided the necessary security guards for over a month, affecting the daily installation targets.

The initial plan aimed to complete the water supply project, including the installation of water meters, by March 31, 2024. However, the current pace of installation, ranging from 250 to 350 water meters daily, falls short of the targeted 400 to 500 meters. The water supply department has faced resistance not only from citizens but also from political party workers in certain areas like Kothrud, Sahakar Nagar, Dhankawadi, and parts of Katraj.

Nandkishor Jagtap, Chief Superintendent of the water supply department, expressed concern over the impending deadline, stating that around 120,000 water meters still need installation. The department has tabled a proposal for a six-month deadline extension to PMC Commissioner Vikram Kumar, but approval is pending.

Jagtap highlighted the obstacles faced in Peth areas and urged for security guards to protect against vested interests and political interference. The department has requested 50 security guards, but the PMC security department cited financial constraints, leaving the water supply project in a precarious situation.

“We have also instructed officials to file police complaints under section 353 of the Indian Penal Code in case of any assault or obstruction of duty,” added Jagtap, emphasizing the need for legal recourse against disruptions.

The PMC had allocated a budget of ₹2,500 crores for the 24×7 water supply project, with 286,000 water meters intended for independent installation. Despite occasional protests, 145,000 water meters have been successfully installed in housing society water connections over the past two years.

In a recent review meeting, the municipal commissioner expressed dissatisfaction with the slow progress and sought police assistance. The water supply department, undeterred, has requested security personnel from the Maharashtra Security Force to expedite the installation process.
