The matter came to light when Sub-Divisional Engineer Shrikant Madhukar Raut from the Maharashtra Jeevan Pradhikaran at the Tilak Road Regional Office reported the fraudulent scheme. Samat, who was involved in retrofitting work for a water supply scheme in Vadgaon Rasai, Sadalgaon, managed to secure the project, valued at ₹1.36 crore, through the tender process.

Per the official rules, Samat was obligated to provide a bank guarantee with ₹1.14 crore in his bank account. However, instead of adhering to these regulations, he engaged in a fraudulent enterprise. Samat meticulously fabricated documents and generated a counterfeit bank guarantee letter. This fraudulent document falsely declared that he possessed the requisite funds in his account, a flagrant violation of government regulations. The fraudulent letter was then submitted to the Maharashtra Jeevan Pradhikaran, with the audacious aim of transferring ₹1.33 crore from the agency into Samat’s personal bank account.
